The London Boroughs of Enfield, Barnet and Haringey are inviting expressions of interest from suitably qualified and experienced organisations to participate in a tender process to provide the Independent Mental Capacity Advocacy (IMCA), the Deprivation of Liberty Safeguards (DoLS) Relevant Person¿s (Paid) Representative (RPR) and the Independent Mental Health Advocacy (IMHA) Services
The service will provide for people aged 16 and over; covering the following groups of services users: People with Learning Disabilities, Mental Health needs, Acquired Brain Injury, Physical and/or Sensory Impairment, Dementia and related conditions as well as individuals cared for under the Mental Health Act 1983 (as amended).
The service users reflect the diverse background of the residents of the London Boroughs of Enfield, Barnet and Haringey and applicants will be required to demonstrate evidence of meeting diverse needs.
The successful applicants will also need to evidence a proven track record of experience of providing advocacy and/or representation for individuals who lack capacity under the Mental Capacity Act 2005 and individuals that come under the remit of the Mental Health Act 1983 (minimum of 2 years¿ experience).
It is envisaged that the service will commence on 1st April 2014 and will run for a period of 3 years with a possibility of extension for a further one year plus another one year, (i.e. 3+1+1), subject to a satisfactory performance, availability of resources and continued demand for the service.
This advertisement is placed under the e-tendering restricted procedure and will be advertised electronically via various media including the three Councils¿ websites and the London Tenders Portal, all signposting to the tender page. Only organisations that can demonstrate relevant experience in providing the specialist IMCA, DoLS RPR and IMHA services to people identified as coming under the relevant mental health legislations and those who meet specific criteria as outlined in the pre-qualification questionnaire will be selected to progress to the second stage of the tender.

Organisations wishing to be considered for inclusion in the tender process should complete the online Pre-Qualification Questionnaire (PQQ) at (instructions included on the home page of the website).

The closing date for completing the PQQ is: 1pm on Monday 7 October 2013.

There will be ¿Meet the Buyers¿ Event on 30th September 2013 at Enfield Civic Centre from 3:00pm. Organisations interested in attending the event must notify the authorities via the tender portal message page to book their places immediately.
